A Homeowner Insurance Policy provides homeowners with protection against loses involving their home and personal property.  This coverage extends to disasters such as fire, theft, etc..  Homeowner Insurance Policies cover water damage only if the loss occurs before the water comes into contact with the ground and have exclusions for natural disasters such as earthquake or flood.  These major natural disasters are categorized as "Acts of God" and Homeowner Insurance Policies do not provide coverage.

Flood damage is considered to be caused by water that has already been on the ground and is covered by "Flood Insurance" for which damage is usually paid for up to the stated policy limit.

Colbert County participates in the National Flood Insurance Program (NFIP) by adopting and enforcing floodplain management ordinances to reduce future flood damage (flood resolution) . In exchange, the NFIP makes Federally backed flood insurance available to homeowners, renters, and business owners in our community. When the community chooses to join the NFIP, it must adopt and enforce minimum floodplain management standards for participation. FEMA works closely with State and local officials to identify flood hazard areas and flood risks. The floodplain management requirements within the Special Flood Hazzard Areas (SFHA) are designed to prevent new development from increasing the flood threat and to protect new and existing buildings from anticipated flood events.

When a community chooses to join the NFIP, it must require permits for all development in the SFHA and ensure that construction materials and methods used will minimize future flood damage.  Permit files must contain documentation to substantiate how buildings were actually constructed. In return, the Federal Government makes flood insurance available for almost every building and its contents within the community.  Individuals desiring to develop within flood prone areas of the county must submit a permit request to Mr. John Bedford, County Engineer, 2750 Hwy. 20, Tuscumbia, AL 35674.  

Communities must ensure that their adopted floodplain management ordinance and enforcement procedures meet program requirements. Local regulations must be updated when additional data are provided by FEMA or when Federal or State standards are revised.
